The node only exposes finalized blocks to APIs (by default). So explorers only report finalized blocks and api.avax.network only reports finalized blocks. A finalized block is final and can not see a reorg (finalization happens around ~1s after issuance on mainnet).

In the ~1s that a block is only in the preferred frontier, the node internally may end up changing preferences.
